It depends on what your definition of "dead" is. I can tell you for sure this forum is dead, however. Post on the community site next time. That's less dead.
By most standard MMO definitions of "dead", GA2 was actually dead within it's first two years of service. The game doesn't even really manage to have 1000 ppl on at once, usually it's only like 110 ~ 400. Also like ¾ of the game-modes are dead and ppl insist on constantly playing one certain game-mode incorrectly.
If by "Dead" you mean "(on the verge of) shutting down," no, it is not.if the game shut down CS would've closed off the forums and main website, logging in would also become impossible. (That's just CS' habit when closing a game.) The game will neither close nor be on the verge of it, until ppl stop paying into the draws. Even should that happen CS always manages to bring the game back with some silly event. Simply put, that won't happen, so we have to wait until CS makes a new game to replace this one or goes completely bankrupt for the game to "die" by this definition.
If by "dead" you mean dry, yes, it's pretty much been dry since a few years in. Most the ppl stopped playing most the game-modes for reasons that pretty much boil down to (not / refusing to) understand the game mode or play it properly. Then again, the player-base here by in large doesn't play any game-mode correctly.
The above are some possible responses to your question.
